GOODNOW, FRANK JOHNSON , Ameri can educationalist, was born in Brooklyn (N.Y.), on Jan. 18, 18S9. Educated at Amherst college (Mass.), he graduated in law at Columbia (1882), subsequently proceeding to the Ecole Libre des Sciences Politiques, Paris, and the University of Berlin. He was appointed instructor in history and lecturer in U.S. adminis trative law at Columbia university in 1883, becoming professor in 1891, and Eaton professor of administrative law and municipal science in 1903. During 1906-7 he was acting dean of political science. He was legal adviser to the Chinese Government, sta tioned at Peking, during the years 1913 and 1914, and from 1914 to 1928 was president of Johns Hopkins university. Among his published works are Comparative Administrative Law ) Municipal Home Rule (1895) ; Municipal Problems (1897) ; Poli tics and Administration (190o) ; City Government in the United States (i 904) ; The Principles of the Administrative Law of the United States (19os) ; Municipal Government (19o9) ; Social Re form and the Constitution (1911) ; Principles of Constitutional Government (1916); and China; an Analysis (1926).
