HEBER, RICHARD (17 833 ), English book-collector, the half-brother of Reginald Heber, was born in London on Jan. 5, 1773. He attended continental book-sales, purchasing some times single volumes, sometimes whole libraries. He did not con fine himself to the purchase of a single copy Of a work. "No gentle man," he remarked, "can be without three copies of a book, one for show, one for use, and one for borrowers." He is known to have owned 150.00o volumes and probably many more. He was member of Parliament for Oxford university from 1821-26, and was one of the founders of the Athenaeum Club, London. He died in London, Oct. 4,
