HOETZSCH, OTTO ), German historian, was born at Leipzig on Nov. 14, 1876, and was educated at the Thomas gymnasium of that city and the University of Munich. He be came, in 1913, professor of history at Berlin, and in 192o a mem ber of the Reichstag. Hoetzsch made a special study of east European politics, and edited, from 1910 onwards, the Zeitschri f t fur Osteuropaische Geschichte. His works include Russland (1913; 2nd ed., 1917), and Der Krieg and die grosse Politik ( 3 vols., 1917-18).
