During the World War the Maltese provided a garrison for the island, many seamen for men-of-war and minesweepers as well as labour battalions for Gallipoli and Salonika. In addition, Mal tese did excellent service in various hospitals. As a mark of appreciation for these services a grant of responsible government was established by the constitution of 1921 (see p. 740) and the new Letters Patent of that year. After a decade of fairly satis factory government, friction developed between the Italian Cath olic leaders and the English governor largely because of the at tempt of the latter to restrict the use of the Italian language in the courts and the primary schools. In June 193o Lord Strickland suspended the constitution of 1921. A Royal Commission at tempted to patch up the difficulty. After apologies on both sides the constitution was restored in March 1932. In the elections of June the Nationalist Party won control and evaded the language rule of the May 1932 Letters Patent ; the new governor, Sir David Campbell, suspended the constitution again in Nov. 1933.
