Every white male citizen of the United States, twenty-one years of age, who has reeided in the state one year, and in the county, townehip, er ward euch period as may be fixed by law, next pre. ceding election, is entitled to vote.

The Legislative Power.

Thie ie lodged in a General Assembly, coneieting of a Senate and House of Representatives.

5. The Senate is composed of thirty-five mem hers, elected biennially, one in each of the eenatorial districts into which the state is divided, for the term of two years. Senators must have resided in their respective districts one year next before elec tion, u3alees absent on business of the state or the United States.

The Howie of .Representatives is compoeed of one hundred members, elected biennially, one in each of the representative districts of the state, for the term of two years, by the votere of the district. A representative must have reeided one year next preceding the election in the county or district for which he is eleoted. No person can be elected to either house who holds office under the United States or an office of profit under the etate. Pro vision is made for re-districting the etate every ten years from 1851, by dividing and combining the existing' districts, and affording additional repre sentatives during a part of the decennial period ta those districts which have a surplus population over the ratio. The assembly cannot grant special charters to corporations, but may provide for theii creation by general laws. No association with banking powers can be authorized until the act creating it has been eubmitted to the people and approved by a majority voting at that election. A debt cannot be contracted for purposes of internal improvement. Cities and incorporated villages are corporations under general lawe. The general assembly may not pees retroactive laws, bnt may authorize, courts to carry into effect, upon such terms as ,may be just and equitable, the manifest intention of parties and officers, by curing omis alone, defects, and errors in inatrumente and pro ceedinge arising. out of their' want of conformity with the lawe of the state.

The Executive Department.

6. The Governor is elected biennially, for the term of two years from the second Monday of January next following his election, and until his successor is qualified. He may require information,

in writing, from the officers in the executive depart ment, upon any subject relating to the dnties of their respective offices, and shall see that the laws are faithfully executed ; may, on extraordinary occasions, convene the general assembly by procla mation ; in case of disagreement between the two houses in respect to the time of adjournment, has power to adjourn the general amembly to such time as be may think proper, but not beyond the regular meetings thereof ; is .commander-in-chief of the military end naval forces of the state, except when they shall be called into the eervioe of the United States; and has power, after conviotion, to grant reprieves, commutations, and pardons for all crimes end offences, except treason and eases of impeach ment, upon such conditions as he may think proper, eubjeet, however, to euch regulatione, to the manner ef applying fur pardons, as mem be prescribed by law. Upon conviction for treaeon, he may suspend the execution of the aentenee, and report the case to the general assembly at ite next meeting, when the general assembly shall either pardon, commute the sentence, direct its execution, or grant a further reprieve. He must communicate to the general aseemhly, at every regn lar aession, each caso of reprieve, commutation, or pardon granted, stating the name and crime of the oouvict, the sentence, its date, and the date of the commutation, pardon, or reprieve, with his reasons therefor.

He has no veto power upon the acts of the legis lature, and hia power of appointment is extremely limited.

In case of the death, impeachment, reeignation, removal, or other disability of the governor, the powers and duties of the office, for the residue of the term, or until lie is acquitted or the disability be removed, devolve upon the lieutenant-gov e11101% He is president of the senate ex officio, but pos sesses only a casting vote.
