HEEMSKERK, THEODORE (1852-1932), Dutch states man, son of Jan Heemskerk, entered the second chamber in 1888. He made a great reputation as a jurisconsult, and as prime minister (1908-13) reserved for himself the portfolio of the interior. He was minister of justice (1918-25) and minister of State (1926). He was the leader in the second chamber of the Anti-Revolutionary Party.
