Belgian legislator and writer, was born on Aug. to, 1846, at Brussels. He sat in parliament from 1874 to 1878; from 1874 to 1890 he di rected the Revue de Belgique; from 1892 to 1894 he was Liberal leader in the senate, and then became professor of the history of religion in Brussels. His chief publications were The Sahara and Lapland (Eng. trans. 1874) ; Inde et Himalaya (1877) ; The Con temporary Evolution of Religious Thought in England, America and India (Eng. trans. 1885) ; The Origin and Growth of the Con ception of God (Hibbert Lectures 1892) ; La Migration des Sym boles (1891, Eng. trans. 1894) ; La Representation proportionelle en Belgique (190o) ; Souvenirs des Etats-Unis (1906) ; Croyances, Rites, Institutions, 3 vols.
