FOULD, ACHILLE (1800-1867), French banker and poli tician, was born in Paris on Nov. 17, i800. He belonged to a Jewish family of bankers, and as minister of finance under Louis Napoleon (as president and as Napoleon III.), from 1849 to 1852, and again from 1861 to 1867, carried out important financial and administrative reforms. He died in Tarbes on Oct. 5, 1867.
